These are special Velcro fasteners that allow you to quickly and conveniently attach various equipment, from a walkie-talkie and flashlight to a drinking system hose. In front of the backrest there is a compartment for a hydration pack. On the side there is a hidden compartment for carrying plastic ties that act as handcuffs.
