This allows for synchronization of lighting with other components via the motherboard connector or an external controller. The ARCTIC P12 PWM PST A-RGB fan reaches speeds up to 2000 RPM, producing an airflow of 48.8 CFM. I bought these fans more "for looks" than for performance, but ended up getting both. Honestly, I didn't expect them to be so quiet for the price. In fact, you can't hear them at all — even when the computer is sitting right next to you on the desk. The only time I really heard any noise was when I purposely turned them up to the maximum, but nobody really does that in real use.

The lighting is a whole other story. I'm not a fan of RGB, but it looks really nice, soft. There's no cheap "holiday" effect like with some other fans. The color is smooth, even, and can be adjusted to almost any style.

In a few weeks, I didn't notice any unwanted noises, crackling, or vibrations. Everything spins smoothly, and it feels like the fans are well assembled, with no "wobbling" or crooked blades.

PST is a cool feature, but not for me. I connected the fans to a separate hub, and these PST tails just take up space and interfere with neat and tidy cable management.

In short — I was expecting something average, but got something really great. Both in looks, noise level, and efficiency. I think it's the best you can get for this price.

It would be nice to have more premium materials, braided cables, connectors for connecting several fans into one system without cables (but that would be for a different budget).

An excellent budget option for your PC! I bought 2 pieces to replace the front fans. The case fans worked up to 1150 RPM, and they couldn't be adjusted since they were 3pin. But to ensure the cooling system was stable and the cooling was even, I replaced them with these.
Bearing type: hydrodynamic, Noise level: 22.5 dB - Not audible at all, 37 dB at maximum speed. Even then, you won't pay any attention to it. Tested on METRO Exodus in 2k on ultra settings, never thought about the fan noise. And I played only with speakers.
Rotation speed: 0 - 2000 rpm - 4pin connection - easily adjustable to temperature or personal preferences. I set all the fans to gaming mode at 1100 - 1300.
Lighting color: ARGB lighting - Everything works, everything is precise and bright. I especially like customizing to my preferences; for example, I chose the Rainbow effect.
