— strictly defined placement options (horizontal or vertical) are mainly frames designed for switches (although often allowing use with sockets). Such devices are usually fixed in the product in a certain position, and if the frame is placed non-standard, then the switch located in it will be turned (which is at least unusual, and often inconvenient).

As for the horizontal installation specifically, it is noticeably more popular nowadays than the vertical one: the switches / sockets in such a frame are on the same level, for many people this arrangement is more intuitive and convenient. Also note that this placement option can be refined even for frames for 1 post, which at first glance do not have a difference in length and width; in such cases, the term "horizontal" is conditional and speaks primarily of the fact that this model is not universal.
