With head
— the presence of a swivel head in the design or delivery set of the tripod.This is standard on most floor tripods (see “Type”), however, there are models with detachable heads (see the relevant paragraph), and the latter are not always included in the kit. So if you want to use the floor model out of the box, you should make sure that it is equipped with a head.
For monopods and table stands, the meaning of this feature is somewhat different. In such designs, the camera can be rigidly attached to the stand without any “head” at all — however, this is not always convenient, in some cases a model with a head is preferable.
