Bumper bar

— a horizontal bumper bar installed in front of the seat of the stroller. The child can hold on to this bar with his or her hands; it also reduces the risk of falling out of the stroller, and for added security, the bumper can be supplemented with a partition between the child's legs. To make the stroller easier to store, transport and clean, the bumper is often made removable; in some models it also serves as a handle for transportation like a suitcase — on its own wheels when folded.
