a decent video card for its money

The GPU is basically ok, BUT WHY DOES CYBERPUNK RUN AT ONLY 42FPS ON ULTRA SETTINGS IN 4K? Processor: AMD Rome EPYC with a 3080 Ti GPU, only 42 fps. I wasn't expecting such drops, I thought it would be smoother.
runs games fine except Cyberpunk

The middle fan started creaking after half a year at a speed of ~61-70%
Power card fire. The room is warm in winter
Possible problems with the fan in the future. It's hot in summer

It's a great video card, but it gets hotter than my 2080 Super from the same Strix, but that's understandable.
Quite real 8K gaming, in Gears 5 at 8K resolution and ultra settings - 24 fps, can you smell it?)
The price tag is inadequate
