It can be used both as common peripheral connector (similar to USB) and as video output; in this case, the video is output according to the DisplayPort standard (see the relevant paragraph). Specifically, Thunderbolt v3 provides data transfer rates up to 40 Gbps and uses USB-C hardware connector (unlike earlier versions based on miniDisplayPort). So although you can connect monitors with DisplayPort and miniDisplayPort to this connector, an additional adapter is required for such connection. Also note that in some PCs with this function, the USB-C connector is made universal and can work both in USB-C 3.1 gen or gen 2 format (see the relevant paragraphs), and in Thunderbolt v3 format, depending on the connected peripherals.
