As for the stylus, it provides greater accuracy of touch compared to the finger, and can also provide recognition of the force of pressure. Such capabilities are indispensable for drawing and other similar tasks, in which the finger control does not give enough precision.
Note that the stylus for touchscreens are sold separately. However, complete pen is often more convenient option: it is by definition optimally compatible with laptop, and the body of the device may even include socket for storing (and, if necessary, charging) stylus.
