Most often, they mean PCs running Windows, less often Macs and/or Linux.PC games have one important difference for games for consoles (PlayStation, Xbox, Switch, etc.): a game released for a specific console will run on any such device, while computers can vary significantly in performance, and not all of them are able to "pull out" a particular game (especially a new and resource-demanding one). So for PC games, you must definitely check the system requirements before buying.
Also note that if console games are sold mainly on discs, then a different format is more popular in PC games: the user buys only an activation key or a subscription, and directly downloads the game from the developer’s website or other online storage. However, collector's editions (see "Additional") often provide a more traditional format, with an optical disc as a carrier.
